I think what he means by this is that especially during the time he composed this work (c. 1936) power was being consolidated into one man - the President, much like a monarchy (before the creation and intervention of Parliament) had power consolidated in one man. However, in the UK, power is more evenly distributed and therefore 'democratic' as coalitions between parties tend to form despite most Americans only hearing about the Conservative, and Labour (Liberal) parties.
